By letter dated April24, 1998, Carolina Power 8c Light Company (CPAL) submitted a Request for License Amendment for the Harris Nuclear Plant (HNP). The proposed amendment revises Technical Specification (TS) 3/4.3.2, "Engineered Safety Features Actuation System Instrumentation" to provide an action for less than the minimum channels operable for emergency bus undervoltage relays. Based on recent discussions with the NRC Staff, CP&Lsubmits revised proposed TS pages. These revisions were made to more closely reflect generic TS wording contained in.Standard Technical Specifications (STS) Westinghouse Plants (NUREG-1431, Revision 1). In addition, the following supplemental information is provided.
The HNP design for performance of Trip Actuating Device Operational Test (TADOT) requires inoperability of both the primary and secondary 6.9 kV emergency bus undervoltage relays. When the TADOT is being performed, the output of both the primary and secondary emergency bus undervoltage relays are blocked by actuation of a test relay and associated contacts. During the period oftime the test relay is energized (approximately 2 seconds, 16 seconds, and 54 seconds), the primary and secondary emergency bus undervoltage relays willbe unable to perform their required safety function and therefore must be considered inoperable.
The proposed change is similar to guidance provided by Standard Technical Specifications (STSi f4)0[
Westinghouse Plants (NUREG-1431, Revision 1), Specification 3.3.5 "Loss of Power Diesel Generator Start Instrumentation". The current HNP design utilizes six undervoltage relays per bus to start the AuxiliaryFeedwater (AFW) Pumps. STS Specification 3.3.2 requires three channels per bus of undervoltage relays for AFW Loss of Offsite Power. Therefore, HNP does not propose immediately converting the AFW Loss of Offsite Power portion of the undervoltage relays specification to STS.
Enclosure 1 provides new page change instructions for incorporating the proposed revisions to Technical Specifications. Enclosure 2 provides the proposed Technical Specification page.
These changes do not affect the conclusions of either the 10 CFR 50.92 Evaluation or the Environmental Considerations submitted as part ofCPAL's April24, 1998 letter.
