Dear Mr. Robinson:
The U.S. Nuclear Regulatory
Commission
(NRC) has completed the Systematic
Assessment
of Licensee
Performance
(SALP) for the Shearon
Harris Nuclear
Power
Plant.
The facility was assessed
for the period of March 17,
1996, through
January
17,
1998.
The results of the assessment
are documented
in the
enclosed
SALP report,
which wi 11
be discussed
with you at
a public meeting at
the Carolina
Power
and Light Corporate Offices in Raleigh,
NC on March 12.
1998. at 3:00 p.m.
Plant performance
was assessed
in four functional areas:
Plant Operations,
Maintenance,
Engineering,
and Plant Support.
Harris maintained superior
performance in the functional areas of Plant Operations,
Maintenance.
and
Plant Support.
Engineering
performance
was rated
as good.
Plant Operations
performance
was characterized
by excellent safety focus
and
conservative
operational
decisions.
Operations
management
has reversed
a
negative trend of operator
performance errors that occurred early in the
assessment
period.
Continued
management
focus
on the reduction of operator
errors is needed to prevent the cyclic performance
observed in this and
previous assessments.
Maintenance
performance
was rated superior with
effective corrective,
preventive
and predictive maintenance
programs
which
contributed to good plant material condition and high safety system
availabi lilty.
Plant Support performance
was also rated superior with
excellent radiological control. chemistry.
emergency
preparedness.
and fire
protection programs.
The security program was outstanding:
however.
the
corporate-administered
access
authorization
program was not always effective.
Engineering
performance
was rated
as
good,
a decline from the previous
/
assessment.
Engineering support to operations
was good and focused
on safety.
However.
problems
were noted
near
the end of the assessment
period in
procedural
use
and guidance.
and troubleshooting.
Additionally, several
plant
events occurred during the period which involved long-standing
design issues.
Safety assessment
and quality verification performance
was superior.
The
Plant Nuclear Safety Committee.
Nuclear Safety Review Committee and the
Nuclear Assessment
Section organization provided strong oversight.
Strengths
were noted in self-assessment
and root cause evaluations:
however. trending
and corrective action was not always effective.
