NRC INTEGRATED INSPECTION REPORT 50-400/97-01
Dear Hr. Robinson:
On February
15,
1997, the
NRC completed
an inspection at your Harris reactor
facility.
The enclosed report presents
the results of that inspection.
During the six weeks covered
by this inspection period, our inspectors
found
that your staff generally took a safety conscious
approach to the activities
conducted at the Harris Plant.
Our special
assessment
of operator
performance,
which included requalification examinations,
did not find any
problems
above
and beyond those that your staff had already identified.
We
found that your staff had accomplished
an extensive evaluation of operator
performance
and that your corrective actions are extensive.
Since your
corrective actions
have only been in place for a short period of time,
we will
continue to follow their implementation
and make
a determination
on their
eff'ectiveness
at
a later date.
Two violations were identified during the
period.
The first is of particular concern
because
you attempted to change
a
Technical Specification by changing the Technical Specification Basis.
These violations are cited in the enclosed
Notice of Violation, and the
circumstances
surrounding the violations are described in detail in the
enclosed report.
Please
note that you are required to respond to this letter
and should follow the instructions specified in the enclosed
Notice when
preparing your response.
The
NRC will use your response,
in part, to
determine whether further enforcement action is necessary
to ensure
compliance
with regulatory requirements.
