REQUEST FOR APPROVAL TO USE ASME CODE CASE N-522 (TAC NO. M96533)
Dear Mr. Robinson:
On September 9,
- 1996, as supplemented January 24,
- 1997, the Carolina Power Light Company (CP&L) requested relief from performing certain examinations at Shearon Harris Nuclear Power Plant, Unit 1
(SHNPP).
In place of certain system pressure tests required by the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel
- Code, CP&L proposed the alternative to use ASME Code Case N-522 in conjunction with two proposed provisions, i.e.,
- 1) the tests shall be conducted at maximum containment calculated pressure (Pa),
and
- 2) when using air or gas as testing
- medium, the test procedures shall include methods for locating and detecting through-wall leakage in components of the system being tested.
On the basis of the enclosed Safety Evaluation, the relief request is authorized through the end of the second 10-year inservice inspection interval.
Code Case N-522 has not been endorsed in Regulatory Guide
- 1. 147, Rev.
11, and thus the use of ASME Code Case N-522 is authorized until such time when it is endorsed in a future revision of Regulatory Guide 1, 147.
At that time, if a licensee'ntends to continue to implement this Code Case, it must follow all its provisions in Code Case N-522, with the limitations issued in Regulatory Guide
