CLOSURE OF NRC STAFF REVIEW OF GENERIC LETTER 89-10 PROGRAM-SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1 (TAC NO. M91733)

Dear Mr. Robinson:

This is to inform you that we have completed our review of the motor-operated valve (HOV) program implemented at the Shearon Harris Nuclear Power Plant in accordance with Generic Letter (GL) 89-10, "Safety-Related Motor-Operated Valve Testing and Surveillance."

The NRC staff recognizes the significant effort required to implement GL 89-10 and commends you for the improvements in plant safety that have resulted from your MOV program.

On July 15,

1994, you notified the NRC of the completion of the implementation of GL 89-10 at Harris.

Based on positive findings from previous inspections of your GL 89-10 program, the NRC staff agreed to consider closing our review of the GL 89-10 program based on a submittal rather than a close-out inspection.

On February 28,

1995, you submitted a close-out package containing information on the implementation of GL 89-10 at Harris.

In response to staff questions during telephone conferences, you submitted followup information 'on December 7,

1995.

In your December 7,

1995, submittal, you described the basis for the reduction in scope of your GL 89-10 program.

Attached to this letter is a Safety Evaluation (SE) discussing our review of the bases for the reduction in the scope of your GL 89-10 program.

With the exception of the Containment Fan Cooler Service Water Supply/Outlet Isolation Valves, the staff does not object to the removal of the other HOVs discussed in the SE from the Harris GL 89-10 program.

The staff may conduct further review of the bases for your GL 89-10 program scope during future inspections.

The NRC staff is preparing a generic letter on the periodic verification of HOV design-basis capability.

Therefore, the staff is not conducting a

detailed evaluation of your long-term periodic verification plans at this time.

The staff will review your MOV periodic verification program following issuance of the new generic letter.

You should review your periodic verification program in light of the new generic letter and consider any appropriate adjustments.

For example, you should consider the benefits (such as identification of decreased thrust output and increased thrust requirements) and potential adverse effects (such as accelerated aging or valve damage) when determining appropriate periodic verification testing for each GL 89-10 MOV.

The staff is reviewing your response to GL 95-07, "Pressure Locking and Thermal Binding of Safety-Related Power-Operated Gate Valves," separate from closure of our review of your GL 89-10 program.

New information on valve performance, such as the results of the Electric Power Research Institute's HOV testing program, may need to be addressed to ensure that safety-related HOVs are capable of performing their design-basis functions.

Based on our review of your submittals and previous inspection results, we are closing our review of the GL 89-10 program at Harris.

The NRC staff concludes that you have implemented a program that meets the intent of GL 89-10 to verify the current design-basis capability of the safety-related HOVs at Harris.

The staff may conduct inspection activities of the completed GL 89-10 program and the long-term activities associated with maintaining the design-basis capability of safety-related HOVs.
