Dear Mr. Robinson:
By letter dated September 23,
- 1995, as amended October 10,
- 1995, you proposed changes to the Shearon Harris Final Safety Analysis Report (FSAR) as a result of your determination that an unreviewed safety question existed.
The unreviewed safety question related to the discovery that portions of the emergency core cooling system (ECCS) piping are located outside the boundary of any safety-related filtration system at the Harris Nuclear Power Plant, Unit 1.
To resolve this issue, you reanalyzed and revised the dose assessments to account for untreated leakage from the ECCS system during the recirculation phase following a loss-of-coolant accident (LOCA).
To ensure the assumptions postulated in your revised dose assessment, you institute an administrative limit on external leakage that would occur in ECCS components outside the emergency exhaust system boundary and revised your FSAR.
The staff has reviewed those portions of the proposed FSAR changes related to your proposed administrative controls and postulated leak rates assumed in the revised dose assessment associated with post-LOCA accident analysis.
Based on our review, we concluded that the revised design basis and proposed FSAR changes are acceptable.
The bases for our conclusions are provided in the attached Safety Evaluation.
