PILOT NRC SITE VISIT TO VERIFY THE MAINTENANCE RULE (10 CFR 50.65)

DRAFT MAINTENANCE INSPECTION PROCEDURE SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1

Dear Hr. Robinson:

An NRC public meeting was held on July 22, 1994, for the staff to discuss how the NRC would conduct a number of-site visits to verify and validate the staff's maintenance rule draft inspection procedure, and to confirm dates for the staff's scheduled pilot site visits.

At this meeting, representatives from the Carolina Power

& Light Company (Messrs.

Wayne Crawford, Lewis Rowell, and Robert Duncan) proposed a date for the staff to visit the Shearon Harris Nuclear Power Plant, Unit 1, site during the week of October 24-28, 1994.

This date was later confirmed by' subsequent telephone conversation with Hr. Lewis Rowell of your staff.

Accordingly, an NRC team consisting of the following individuals should be expected to arrive on site at approximately 1:OOPM on October 24, 1994.

After the team arrival on Monday and the entrance interview scheduled for 1:OOPH has been conducted, the team would like to meet with your plant management staff and the personnel responsible for the implementation of the maintenance rule to discuss the team's plans for the week and to make any logistical arrangements, such as access training (if needed) and badging.

For your planning purposes, the'team would like to start with review of your implementation of the maintenance rule immediately after the initial meeting with your staff.

We request that the plant.'s key maintenance personnel brief the team on the methods and procedures that are being used to implement the 040r)~

Tuesday morning, the team will begin a independent review of documents and records pertaining to the maintenance rule, which will last until Thursday afternoon.

Your key maintenance staff need not be present during these independent

reviews, but should be available by telephone for questions that may arise during the process.

We request that you assign at least one member of your staff to act as a full time liaison to assist the NRC team in obtaining plant documents and records.

The team plans to have an exit meeting on Friday morning at approximately 9:30 am to discuss their observations and conclusions.

We thank you for volunteering for this important staff activity.

We believe that both the NRC and industry will benefit from the feedback on the result of this staff review of the maintenance rule implementation efforts:
