SUBMISSION OF EMERGENCY PREPAREDNESS EXERCISE

SCOPE, OBJECTIVES AND SCENARIOS Our letter of October 11,
1984, requested licensees submit exercise scope and objectives as well as exercise scenarios to the NRC in accordance with a specific schedule.

There have been some recent changes to NRC's inspection procedures used to evaluate licensee annual emergency preparedness exercises that impact the need for those previously requested submittals.

Presently, the NRC Emergency Preparedness core inspection" program for exercise evaluations, applicable to all power reactor licensees, establishes that the FEMA evaluated exercise will be evaluated by an NRC evaluation team.

These exercises occur at a two year frequency.

Alternate year exercises would be observed by the site Resident Inspector staff as part of this core inspection program.

However, if considered appropriate by the

NRC, an NRC evaluation team could also evaluate the alternate year exercise under a regional initiative inspection.

Such a regional initiative inspection could occur if previous inspection activities or licensee performance indicates new or continuing. weaknesses exist in the licensee's emergency preparedness program.

A regional initiative inspection could also occur if there has been some indication of a decline in licensee program effectiveness such as deficiencies in emergency response actions associated with operational events.

We will continue to track the performance of the alternate year exercises.

Please keep us informed of the planned dates for those exercises.

In the future, for the FEMA evaluated

exercise, we request that you=continue to forward your exercise scope and objectives to the NRC Region II Office 75 days before the date of the planned exercise and forward the complete scenario and all controller information and simulation data 45 days prior to the planned exercise date.

The scope, objectives,

scenario, controller and simulation data for your alternate year exercise need not be forwarded to the NRC Region II Office unless specifically requested to do so by the Region II staff.

Regardless of whether the documents are submitted to the NRC Region II

Office, we request these documents be made available to the'Resident Inspectors and kept on file for subsequent review by NRC.
