AMENDMENT REQUEST ON LIMITING CONDITION FOR OPERATION ACTION REQUIREMENTS SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1
By letter dated December 28, 1990, Carolina Power
& Light Company (CP&L) requested revisions to the Shearon Harris Nuclear Power Plant (SHNPP), Unit 1, Technical Specifications (TS).
The request proposes to change the Action Requirements associated with TS 3. 1.2.2,
- 3. 1,2.4, and 3.7. 1. 1, so that required shutdown would only be to Mode 4 (Hot Shutdown),
instead of the currently required lower Mode 5 (Cold Shutdown).
The need for this change is recognized.
However, this change is considered as a generic
- issue, and thus has been included in the new Standard Technical Specifications (STS).
Development of the revised STS is sufficiently complete that implementation of the improvements can be initiated.
In addition to the adoption of the whole revised TS, it now appears that incorporation of selected portions may be appropriate.
We have compared your December 28,
- 1990, amendment request with the revised STS and conclude the incorporation of a selected portion of the revised STS would be in keeping with the Technical Specifications Improvement Program.
Rather than amend TS 3. 1.2.2, Flow Paths - Operating, and TS 3. 1.2.4, Charging Pumps Operating, as you requested, those specifications may be relocated in accordance with the revised STS.
The proposed modification to TS 3.7. 1. 1, Safety Valves, is consistent with the revised STS.
However, the revised STS also include TS 3.7.4, Atmospheric Dump Valves (ADVs).
We believe that revision of your request in this manner would provide you with some of the advantages of the revised STS and would be a significant step in achieving standardization of TS within the industry.
In accordance with the Commission Policy Statement on Technical Specification Improvements for Nuclear Power Reactors as promulgated in the Federal Register (52 FR 3788) on February 6,
- 1987, we would treat your revised request as a
line-item improvement with Shearon Harris serving as the lead plant in our 9207f40279 920709.

In your revised request, you should 'provide a description of your control of the requirements removed from the TS consistent with guidance in the January 22, 1989, letter from Thomas E. Hurley, NRC to Joe F. Colvin, NUMARC.
Since your TS do not now include a specification on ADVs, we understand that there may be a plant specific reason for not adding such a specification.
If so, you should include in your request justification for such an omission including all supporting analyses for accident mitigation and for shutdown.
Otherwise, the TS and Bases Sections for ADVs should be the same as TS 3.7.4 and Bases B 3.7.4 in the proof and review version of the improved STS (Revision 0) provided in the enclosure to the June 30, 1992, letter from Thomas E. Murley, NRC to the the four nuclear steam supply system vendor owners groups.
For the main steam safety valves, your revised request should be consistent with the technical content of TS 3.7. 1 and Bases B 3.7. 1 of the revised STS.
Please let us know if you do not wish to revise your request.
In that event, we will complete our review of your existing request; however, it will have a
lower priority than other requests that implement the revised STS in whole or in part.
