SUPPLEMENTAL SAFETY EVALUATION REGARDING THE RESPONSE TO THE STATION BLACKOUT RULE SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1 (TAC NO. M68552)

The NRC staff's Safety Evaluation (SE) pertaining to your initial response to the Station Blackout (SBO) Rule, 10 CFR 50.63, was transmitted to you by letter dated December 11, 1991.

The staff found your proposed method of coping with an SBO to be acceptable, subject to the satisfactory resolution of several recommendations which were itemized in the staff's SE.

You responded to staff's SE, and specifically to the recommendations, by letter from G.

Vaughn, Carolina Power 8, Light Company, to the Document Control Desk, U. S.

Nuclear Regulatory Commission, dated January 16, 1992.

Additional information regarding the extremely severe weather grouping was provided by letter from G.

E.. Vaughn to the Document Control

Desk, dated March 20, 1992.

We, find your response to the staff's SE to be acceptable contingent upon verification of the Class 1E battery margin as described in the attached Supplemental Safety Evaluation (SSE)

(Enclosure 1).

The enclosed staff's SSE documents the NRC's final regulatory assessment of your proposed conformance to the SBO Rule.

Therefore, no further submittals are required.

The staff considers the two-year clock for implementation of the SBO Rule in accordance with 10 CFR 50.63(c)(4) to begin upon your receipt of the enclosed SSE.

compliance with the SBO Rule as indicated in the staff's SE and SSE.
