FEMA OFFSITE EXERCISE REPORT FOR THE SHEARON HARRIS NUCLEAR POWER STATION Please find enclosed a copy of the Federal Emergency Management Agency's (FEMA)

Report for the offsite portion of the Shearon Harris Nuclear Power Station exercise of September 10-11, 1991.

No deficiencies were identified.

However, ten Areas Requiring Corrective Action (ARCAs) were identified.

Three of these ARCAs involved the lack of direct reading dosimeters

.in the range 0-20 R.

Although the State of North Carolina had ordered,a sufficient number of them, not enough had arrived in time for the exercise.

The other ARCAs involved communications, ingestion pathway EBS

message, training, distribution of KI, siren activation, calibration of instruments, and public information signs.

We encourage you to assist the appropriate organizations in resolving the corrective actions and improvement items identified by FEMA.

Resolution of these items should be completed prior to the next full-scale emergency preparedness exercise.

We also encourage you to work closely with the State and counties in the development of a

scenario for the next full-scale exercise that will

- effectively test the areas in which the above items were disclosed.
