CHANGES TO YOUR QUALITY ASSURANCE (QA)
PROGRAM FOR SHEARON HARRIS NUCLEAR POWER PLANT We have completed our review of the changes addressed in your letter (NLS-91-123) dated July 25, 1991.
We have also reviewed your letter (NLS-91-316) dated November 27, 1991, which provided clarification to questions raised by the NRC in our letter dated October 10, 1991.
We have concluded that the revised QA program, if properly implemented, will continue to meet the requirements of'0 CFR 50, Appendix B.
While the commitments are acceptable, there is one implementation aspect of the revised QA program that will be monitored by the NRC.
This involves the revision to the program which eliminated the QA organization from in-line review and approval of processes related to engineering documents.
The revision is acceptable based on your statement that supervisory personnel will ensure that individuals assigned to perform the reviews are qualified and competent in the subject matter.
