The
NRC
Systematic
Assessment
of Licensee
Performance
(SALP)
has
been
completed for your Harris facility.
The facility was evaluated for the period
December
1,
1989
through
June
1,
1991.
The results
of the evaluation
are
documented
in the enclosed Initial SALP Report.
This report will be discussed
with you at
a public meeting to be held at the Harris site
on August 1, 1991,
at 10:00 a.m.
The performance of the Shearon
Harris facility was evaluated
in the functional
areas
of plant operations,
radiological controls,
maintenance/surveillance,
emergency
preparedness,
security,
engineering/technical
support,
and safety
assessment/quality
verification.
Performance
at Harris
was superior.
No major weaknesses
were identified and
a
number of strengths
were evident.
A high level of performance
was sustained
in five of the
seven functional areas
and significant improvement
was noted in
a
sixth-security.
A
good
level
of
performance
continued
in
the
maintenance/surveillance
area
with several
strengths
noted.
However,
performance
in this latter area
was diluted
by difficulties with procedural
adherence.
The entire organization
is to be congratulated.
Management
has
provided the
necessary
resources
to support superior
performance
and improve the operations
and safety of the plant.
The plant and corporate staffs
have functioned well
as
a
team
and
responded
positively to challenges
as
evidenced
by this
assessment.
Continued attention
to improve procedural
adherence
and additional
focus
on
the newly created three-tier
self-assessment
program is warranted.
