Program,

required

10 CFR Part 26,

conducted

William Tobin,

Region II, on

March 26-28,

1991.

At .the conclusion of the

inspection,

the results

were discussed

at an exit meeting with those

members of

your staff identified in the enclosed

inspection report.

The inspection

consisted

of selective

examinations

of your

Drug

and Alcohol

Abuse Policy, corporate

and site

implementation

procedures,

chemical testing

program,

interviews

with

employees

and

contractors,

observation

of your

Collection Facility and review of pertinent records

and reports.

Within the

scope

of the

inspection,

violations

or deviations

were

not

identified.

As described

in the enclosed

Report,

we are

pleased

to note several

strengths

in your Fitness

For

Duty

(FFD)

Program;

the professionalism

of your

FFD

Corporate

and Site staff to include your Employee Assistance

Program staff,

FFD

training, supervisory

review of work done

by employees

with positive screening

results,

and

the

"special

processing"'f

specimens

with low creatinine

measurements.

One Inspector

Followup Item is worthy of your attention.

Your

FFD staff has

identified

one

issue

relative to the infrequency of conducting

random

drug

testing

on weekends.

Based

upon

comments

at the Exit Meeting

we understand

that you will be testing

more frequently

on weekends

such that employees

and

contractors will be eligible for unannounced

random testing at any time.

In accordance

with 10 CFR 2.790 of the

NRC's

"Rules of Practice,"

a copy of

this letter and its enclosure will be placed in the

NRC Public Document
