Thank you for your
response
of December
28,
1990 to our Notice of Violation
issued
on
November
30,
1990,
concerning activities
conducted
at your Harris
facility.
We have evaluated your responses
to violations
A and
B, and reviewed
your response
to violation C, in which. you did not agree with the Severity
Level IV, and stated your belief that
a Severity Level
V was more appropriate.
We have evaluated
the responses
to the violations cited above,
and found that
the responses
to violations
A and
B were satisfactory,
and after careful-review
of the circumstances
surrounding violation C,
we concur with your assessment
that this violation should
be
a Severity Level
V instead of a Severity Level
IV.
This is
based
on the fact that failure.to terminate
operator
licenses
within 30
days
upon termination of a licensed
operator is not
a significant
safety or environmental
issue.
Our records will be changed
accordingly.
The
responses
to violations A, B, and
C meet the requirements
and
we will examine the implementation of your corrective actions during future
inspections.
We appreciate
your cooperation in this matter.
