1.0 Introduction Carolina Power 8
Light Company (CPEL) received a
low-power Facility Operating License (No.
NPF-53) and a
full-power Facility Operating License (No.
NPF-63) for the Shearon Harris. Nuclear Power Plant, Unit 1
(SHNPP),
from the U.S.
Nuclear Regulatory Commission (NRC) on October 24,
- 1986, and January 12, 1987, respectively.
Appendix 8 of both
- licenses, the Environmental Protection Plan (nonradiological),
requires submittal of an Annual Environmental (nonradiological)
Operating Report to NRC describing the implementation of the plan during the previous year.
The purpose of this document is to fulfill that requirement for the period of January 1,
- 1988, through December 31, 1988.
2.0 Environmental Monitorin 2.1 Aquatic Monitoring
[EPP Section 4.2j Under the authority of the Clean Water Act, the state of North Carolina issued a National Pollutant Discharge Elimination System (NPDES) Permit (No.
NC 0039586) on July 12, 1982.
This permit is in effect until the North Carolina Division of Environmental Management (NCDEM) acts upon the request for a renewal of this permit.
Routine effluent monitoring was conducted and reported to NCDEM as required by the permit.
Monitoring was conducted over a 12-month period (May 1987-April 1988) to demonstrate compliance with water quality standards for temperature outside of the mixing zone and was found within compliance.
The results of these studies were found to demonstrate attainment of thermal conditions of the NPDES Permit by
- NCDEM, and CPRL was granted permission to discontinue thermal monitoring for the duration of the permit.
2.2 Terrestrial Monitoring Terrestrial monitoring is not required.
2.3 Noise Monitoring Noise monitoring is not required.
3.0 Unusual or Im ortant Environmental Events
[EPP Section 4.1j No occurrence of an unusual or important environmental event that would indicate or could result in a significant environmental impact causally related to plant operation occurred during the reporting period.
Routine sampling at Harris Lake during the week of October 24,
- 1988, showed a population of Asiatic clams (Corbicula) in the vicinity of both public boat ramps in the lake.
Although the clams will most likely spread throughout the lake, they do not now pose a threat to the plant.
A monitoring program is in place to monitor the density and distribution of the clams in the lake and to detect their presence in the intake canals and structures.
Routine sampling in Harris Lake on June 14,
- 1988, showed the presence of the aquatic weed hydrilla (Hydrilla verticillata) in the White Oak arm of the lake.
Subsequent shoreline surveys indicated that hydrilla had become established in approximately 20 acres with potential to spread to the 35-40 percent of the lake area less than 10-15 feet deep.
Hydrilla is not expected to impact the operations of the Harris Plant even if it spreads to all potential habitat.
The low water velocity in the intake canal and emergency service water intake canal would not be likely to cause significant quantities of hydrilla to be pulled into either intake structure.
Herbicide treatments are planned during 1989 with the objective of controlling the spread of this aquatic weed.
4.0 Plant Consistenc Re uirements
[EPP Section 3.0]
4.1 Plant Design and Operation There were no changes in plant design or operation plans and there were no tests or experiments performed which were considered to involve an unreviewed environmental question during the reporting period.
4.2 Reporting Related to the NPDES Permit There were no changes to or renewals of the NPDES permit or the state certification during the reporting period with the exception of the deletion of the requirement to conduct thermal monitoring.
An NPDES permit renewal request was submitted to NCDEM on December 29, 1986.
5.0 Plant Re ortin Re uirements 5.1 EPP Noncompliances
[EPP Section 5.4]
There were no EPP noncompliances identified during the reporting period.
5.2 Changes in Station Design There were no changes in plant design or operation plans and there were no tests or experiments performed which involved a potentially significant unreviewed environmental question during the reporting period.
5.3 Nonroutine Reports There were no EPP nonroutine reports submitted to the NRC during the reporting period.
6.0 EPP Audit
[EPP Section 5.1]
An audit conducted by an independent corporate entity was performed to ensure that the conditions and activities described in this annual envi-
'ronmental operating report were undertaken, fulfilled, and evaluated.
The results of that audit are summarized in the following statement.

Audit of SHNPP - EPP for Year 1988 Based on personal communicating, records
- review, and other firsthand observations, the information provided in this report (Annual Environ-mental Non-Radiological Operating Report for January 1 - December 31, 1988) is to the best of my knowledge correct, and accurate.
Review records and reports show seven minor events which did not conform with the NPDES permit.
Each event had negligible environmental impact and was properly corrected by plant personnel and reported to appropriate regulatory agencies.
Therefore, I concur that there was no occurrence of an unusual or important environmental event that would indicate or could result in a significant environment impact causally related to plant operation in 1988.
Based on my review, I believe the Non-Radiological Environmental programs for the Shearon Harris Nuclear Power Plant are well operated and maintained.
