All Project Managers Dennis M. Crutchfield, Acting KP ASM Associate Director for Projects Office of Nuclear Reactor Regulation GUIDANCE FOR PROCESSING REQUESTS TO EXTEND THE CURRENT LIMITS ON ENRICHMENT AND IRRADIATION OF FUELS An interim basis for processing licensees'equests for authorizations to increase enrichment and/or irradiation levels of fuels above the limits set in the NRC regulations (10 CFR 51) has been developed jointly by NRR, RES and OGC.
The interim approach would permit approval of changes to the enrichment and irradiation limits without any need for exemptions from the rule or assessment of environmental impacts on a plant specific basis.
The long term resolution of the problem is being pursued by RES and will consist of a rule change extending the limits specified in 10 CFR 51.52.
Enclosed note from Joe Scinto (Enclosure
- 1) provides guidance for handling current applications and new applications received prior to the rule change.
This approach was used in preparation of the Environmental Assessment (EA) for Shearon n'Enclosure 2).
Project managers may use the example in nc osure to prepare their plant specific EAs subject to Joe's guidance on applicability.
The NRC Assessment of the Environmental Effects of Transportation included in the EA should in the future only be cited by reference to the Enclosure 2 Notice (53 FR 30355).
The Safety Evaluations for amendments extending the fuel enrichment and irradiation limits should include an analysis of the impact of the proposed changes on the design basis accidents (DBAs).
The Safety Evaluation input for accident analysis is the responsibility of Radiation Protection Branch.
Enclosure 3 is a sample of the DBA analysis results used in the Shearon Harris Amendment (based on input provided by the Radiation Protection Branch).
Enclosure 3 also shows the example of the appropriate environmental consideration paragraph to be used in the Safety Evaluation.
As stated in Enclosure 1, the categorical'exclusion is not applicable to the subject action.
