I am pleased to respond to your request dated January 7, 1987, in which you referred to us for reply a letter from one of your constituents, Ms. Catherine M. Cameron.
In er letter Ms. Cameron ex r ed her view that the low power testing at the Shear res Sue e
a should be completed prior to the issuance of a ful power license for the Shearon Harris plant.
At a January 8, 1987, Commission meeting, the Commission afforded several spokespersons for the public the opportunity to present their concerns regarding the issuance of a full power license.
After listening to the members of the public and the NRC staff, the Commission voted to authorize the -issuance of a full power license.
The low power testing was satisfactorily completed on January 9, 1987, and a full power license was issued on January 12, 1987.
You may wish to inform your constituent that the NRC, through its inspection and enforcement program, will maintain surveillance over the operation of the Shearon Harris plant throughout its lifetime to assure compliance with the Commission regulations for the protection of public health and safety and the environment.
I hope that the above discussion has been responsive to your constituent's concern.

In her letter, Ms. Cameron expressed her iew that the low power testing at the Shearon Harris Nuclear Power Plant s ould be completed prior to the issuance of a full power license for the hearon Harris plant.
At a January 8, 1987, Commission meeting, the Commission af orded approximately seven members of the public the opportunity to present t)fir concerns regarding the issuance of a full power license.
After listening go the members of the public and the NRC staff, the Commission, by a 5 to 0 dote, granted the Office of Nuclear Reactor Regulation the authority to issue full power license.
All of the low power testing was satisfactorily complet d on January 9, 1987, and a full power license was issued on January 12, 19 1.
