has issued Facility Operating License No.
NPF'-63 to Carolina Power E Light Company, and North Carolina Eastern Municipal Power Aoency (the licensees) which authorizes operation of the Shearon Harris Nuclea~
Power Plant, Unit 1, at reactor core power levels not in excess of 2775 megawatts thermal (100 percent of rated core power> in accordance with the provisions of the
- license, the Technical Specifications, and the Environmental Protection Plan.
The issuance of the license was approved by the Nuclear Regulatory Commission at a meetinq on January 8, 1987, and supersedes the license for fuel loading and low power testing, License NPF-53, issued on October 24, 1986.
Shearon Harris Nuclear Power Plant, Unit 1, is a pressurized water r'eactor located in Make and Chatham Counties, North Carolina, approximately 16 miles southwest of Raleigh, North Carolina.
The license is effective as o< the date o~ issuance.
The application for the license complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act'I and the Commission's regulations.
The Commission has made appropriate findings as reouired by the Act and the Commission's regulations in 10 CFR Chapter 1, which are set forth in the license.
Prior public notice o< the overall action involving the proposed issuance of an operating license was publi.shed fn the FEDERAL REGISTER on January 27, 1982 (47 FR 3898).

The Commission has determined that the issuance of this license will not result in any environmental impacts other than those evaluated in the Final Environmental Statement since the activity authorized by the license is encompassed by the overall action evaluated in the Final Environmental Statement.
Pursuant to 10 CFR 51.32, the Commission has determined that the granting of relief and the issuance of the exemption included in the license will have no significant impact on the environment (52 FR 713, dated January 8, lq&7>.
