Response

Plan for its Shearon Harris nuclear power plant within one year before beginning commercial operation of the plant or before operating at greater than five percent of rated power.

Because of the need for changes in the evacua-tion plan, I believe this exercise should be conducted before the plant is permitted to operate at all.
