Zech, I urge that the Nuclear regulator y commission deny Carolina Power and Light Company's request for an exemption to the requirement that the Company conduct a full participation exercise of the Emergency

Response

Plan for its Shearon Harris nuclear plant within ane uyear before beginnina commer c i al operat i on of the pl ant or before oper at i ing i t at greater than f ive percent of rated power.

I understand that NRC reaul at i ons (10 CFR 50. Appendi x E) provide far such an exercise and i bel ieve that the requ i remen t i s appropr i ate.

back, prompt ing the Company's request for an exemption.

(Since the history of the plant's construction is one of repeated

delays, i t could be even longer.)

As worrysome as the time delay are the deficiencies in the dri 1

1 that was held.

Many were reported at the time.

Very few c i t i zens par t i c i pated so that i s was more an evacuat i on on paper than a simul ated di saster.

(Bat tl encks in a recent storm-related evacuation in Nor th Carol ina gives a hint of the problems in a real emergency.)

Numerous changes in the plan made since the drill call into question the value of the exercise for today's conditions.

And, most imprtant to Car rboro citizens, the plan did not include our town at all since we are beyond the magic ten mile limit.

I believe that CPhL should not be gr anted an exemption, that a new full-scale evacuation drill should be held before oper ation of the plant, and that the new drill should i nc 1 ude Carr boro.
