Dear Nr. Denton:
8/2/1986 CPa8L has sent a request to the Nuclear Regulatory Commission asking that they be exempted from a full-scale evacuation plan drill, which is normally required before a
nuclear power plant may open.
They have asked that a
decision be made by August 10.
I feel that at. the very
- least, CP8cL should be required to test the emergency evacuation plan they have been assuring us is adequate, especially in light of the many questions raised by citizens of Chatham and the surrounding counties concerning the plan.
In particular, the descriptions of the test run of the plan, as reported by those who participated in it, strongly contradict the evaluation that
- CPZcL, among others, have placed upon it.
I urge that you fulfillthe spirit as well as the letter of your mandate, and require that CP5L have a ful1 participation drill for the Shearon Harris emergency evacuation plan.
