Washington, DC 20555 Dear Mr. Denton~
I am writing to you to urge you not to exempt Carolina Pwer and Light from the required full-scale exercise of its emergency evacuation plan for the Shearon Harris Nuclear Plant.
As a resident of Chatham County only a few miles from the plant, I have listened to CP&L and State officials describe in the vaguest terms what their plans are.
They do not inspire confidence.
And I have listened to~number of people who participa-ted in the previous limited evacuation describe how inadequate it was and how ludicrous the plan is.
CP&L is spending thousands of dollars every week sending us expensive propaganda trying to convince me and other ratepayers how safe the plant would be.
I'd rather they spent that money trying to show me how safe I would be if there was an accident.
I have my doubts:
90,000 people were evacuated around Chernobyl, and it is sheer hubris to think that an accident of a similar scale couldn'0 happen here. I have also learned that several scientists whose expertise is in atmospheric modeling have examined the models used to determine expected wind-drift in the event of a release of radiatiion and have found these models inadequate a'nd very out-of-date by current scientific standards.
How can we trust a plan based on this kind of inaccuracy?
Is this just the first of the holes to be put:hed in this plan'?
Has anyone computed in the effect of panic'?
All the best plans in the world are useless if peyple won't follow them-- and I think it is highly unlikely that our 16-year old bus drivers are going to drive busses safely or into a radiated zone if there is an accident-- or that parents will wild.ingly drive away leaving their school children elsewhere.
Again, I urge you to require CPhL to hold a full scale evacuation before opening Shearon Harris.
