~A ~i I believe the SHEARON HARRIS EMERGENCY RESPONSE PLAN is of critical importance to public health and safety, particularly to North Carolina residents who would be affected by the evacuation provisions of that Plan.

On May 27,

1986, the Chatham County Commissioners responded to the con-cerns of thousands of concerned citizens, who had questioned the adequacy of the Plan's evacuation provisions, by withdrawing Chatham County's approval of the previous Plan.

As a result of promises to improve the Plan made by Carolina Power and Light Company (the "Company" ) and the North Carolina Department of Crime Control and Public Safety, the Chatham County Commis-sioners agreed to rejoin the effort to arrive at a satisfactory and adequate Plan.

Other counties in the ingestion area are considering requ sts for expan-sion and/or revision of the Plan.

Please note that the plant's emergency siren system has never been fully tested and that the system has already experienced failures during May 1985 and June-July 1986.

Particular attention should be paid to the functioning of this critical evacuation safety system, through a full emergency test.

In view of the changes proposed and presumably to be effected in the Plan previously agreed by the Company, County and State to be inadequate, it has become all the more critical that the provisions of 10 CFR 50, Appendix E, Section IV.Fal be fully enforced.

The Company should be required to demon-strate the effectiveness and adequacy of such Plan as may be designed to replace the previous Plan, by conducting a Full Participation Emergency Exer-cise prior to final licensing of the Shearon Harris Plant before its commercial operation is permitted.

Therefore I request that the NRC compel the Company to conduct a Full Participation Emergency Exercise of the Replacement Plan before operation of the Shearon Harris Plant is authorized.
