Light has r equested an exempt ion from a Federal r equir ernent as specified in 18 CFR, part 56, as it applies to its Shear'on Harr is nuclear power plant.
Ny understanding is that this requires that the utility (CP8L) participate in a
full-scale evacuation dr ill within one year of fuel-loading.
Since the last such test of the evacuation plan was per for rned in May,
- 1985, over one year has elapsed and the ut i 1 ity has st i 1 1 not begun even 5/
test ing of the Shear on Harr is plant.
As a r esident of Durham county, NC, we request that you deny this request for exemption based on this
- fact, as well as a
recent newspaper article (Raleigh News and Obser ver, July 27, 1986 page F1) that states "Raleigh growth spreads to the southwest".
This is directly towar ds the Shear on Harr is plant.
Sirice the nuclear plant is estimated to be in operation for 38 years, the subsequent gr owth of Raleigh alone has riot been adequately taken into account by the utility. Insufficierit plannirig arid a lack of cooperation of local officials make it doubtful that any current evacuation plan is
- feasible, and we ask that this request for exemption be deriied.
