Dear Ms. Graham:

BBuckley DMatthews TNovak HDenton I am pleased to respond to you letter to Mr. Denton which we received June 2, 1986, in which you expressed certain concerns about the Shearon Harris nuclear power'plant.

Specifically, you requested that the NRC deny Carolina Power and Light's (CPSL) exemption request from "their full scale emergency evacuation practice planned for June 14, 1986," in light of the accident at Chernobyl.

You also asked if it was "true that the NRC is considering limiting the evacuation zone to two miles."

The June 14, 1986 date you referred to was the date which CPEL had planned to perform a limited scale evacuation exercise.

The actual requested exemption was in regards to not performing a full scale emergency exercise prior to exceeding 5X of rated power.

By letter dated June 10,

1986, CP&L stated that they are now in the process of consulting with involved off-site response organizations on the scheduling of exercises for the Shearon Harris Plant.

Furthermore, CPIIL requested that the NRC staff hold in abeyance active review of the exemption request and the request for a hearing until the consulting process has been completed.

At that point, CPSL will then provide additional information to the NRC staff for review.

Consequently, the NRC staff will not act on this matter until the above cited additional information has been provided.

I would also like to add that the Federal Government will study the reactor accident in Russia along with other ongoing studies in the U.S.

and abroad to determine if the size of the present emergency planning zones around

commercial power plants needs to be reevaluated.

In response to your question on whether the NRC is considering 1'imiting the evacuation zone to two miles, the NRC is not considering any plan for limiting the emergency zone for the Shearon Harris nuclear power plant, nor has such a request been received from CPSL.
