I am concerned wi th the safety of Carol ina Power and Light Company's (CPhL's)
Shear on Harris nuclear power plant in neighboring Wake County, North Carolina.
The current emergency plan cover s only a ten mile radius around the plant.
I understand that CPhL has petitioned to have that reduced to only two miles.
Ten miles is not adequate; two is ridiculous.'
urge the NRC to increa~e the area to be included in the emergency plan to at least twenty miles.
It is absurd that population such centers as Raleigh,
- Durham, Chapel Hill, Carrboro, and Pittsboro are not included in the required emergency plan.
All would be dir ectly affected by a major emer gency.
The r isk of a
catastrophic accident has been insufficiently considered.
The Chatham County Commissioners withdrew their approval of the current inadequate plan.
Other jurisdictions are considering similar action.
The Carr boro Board of Aldermen resolved last night to call on the NRC not to license the plant as a nuclear plant.
I suppor t that resolution.
I urge that no 1 icense for loading fuel or for any level of nuclear oper ation be issued for Shearon Harris until the citizens of the area affected by the plant are protected by an adequate, locally approved emergency plan.
In light of the recent experience at Chernobyl, it is possible that the only safe plan is to convert the plant to non-nuclear fuel.
