Dear Mr. Denton,

As a concerned local citizen I am writing to you about the Carolina Power and Light Company's plans to open the Shearon Harris Nuclear Plant.

CP I L has not conducted a full participation test of the present emergency plan for the Shearon Harris nuclear plant as required by federal regulation.

Moreover, a significant number of citizens in this area would prefer that the plant not be activated and that it be converted to non-nuclear fuel sources.

Indeed this sentiment is so strong that several communities will vote against participation in the emergency plan to prevent the start-up of this nuclear plant.

Because I think our community and country would be much better off if nuclear plants were converted to alternative energy

sources, I join with my fellow citizens in urging our elected officials to vote against participation in the plan at the same time that I think it critical that the government not allow any exemptions for state and local government in participation in the emergency plan.

I I hope you wi11 'pay attention to the, concern of citizens in this area and delay

- the licensing of Shear on Harris.
