18-002 R4 72-2 SNM-2501 TEMPORARY MODIFICATION OF INTERIM COMPENSATORY MEASURES FOR ORDER EA-02-104 On October 16, 2002, the NRC issued Order EA-02-104 (the Order) that modified the specific license for Surry Power Stations' Independent Spent Fuel Storage Installation (ISFSI). This Order required compliance with the specified interim safeguards and security compensatory measures. Virginia Electric and Power Company (Dominion Energy Virginia) initially responded to the October 16, 2002 Order in a letter dated November 1, 2002 (Serial No.02-647).
As part of preparations for the arrival of the winter storm forecasted for Southeast Virginia starting on January 3, 2018, we have assessed our compliance strategy for the Order and determined that due to presently predicted weather conditions and the concern for security personnel safety, Dominion Energy Virginia may need to temporarily modify implementation of those interim compensatory measures (ICMs)
C.1.b, C.3.a(1 ), and C.3.d. Alternate security measures will be initiated when possible based on weather limitations and personnel safety concerns.
Dominion Energy Virginia specifically requests a one-time temporary modification of the implementation of our response to the identified ICMs.
This one-time temporary modification will be used as necessary to address the effects of weather and for a period of time corresponding to abnormally high wind, snow and freezing rain due to this winter storm. This request is necessary to protect security personnel from hazards associated with weather conditions during the winter storm. Any suspension of security measures due to this weather-related situation will be reported and documented in accordance with the provisions of 10 CFR 73.71.
