The
following violations
were
identified
during
an
inspection
conducted
on
January
20
February
20,
1985.
The Severity Levels were assigned
in accordance
with the
NRC Enforcement Policy (10 CFR Part 2, Appendix C).
1.
10 CFR 50.55(f)(1) requires
CP&L to implement the quality assurance
program
described
or. referenced
in the Preliminary Safety Analysis Report.
Section
1.8.5. 10 of the
CP&L guality Assurance
Program requires that
measures
be
established
to
ensure
that
inspections
are
conducted
in
accordance
with
documented
instructions,
procedures
and drawings.
Contrary to the
above,
on January
24,
1985,
the inspector identified
an
electrical
separation
problem
between
electrical
safety-related
conduit
1610Y-SA and nonsafety electrical
cable trays
X1700 and
21701 at plan points
3042
and
3044 in the reactor auxiliary building at elevation
286'.
The
installation
had
been
previously
inspected
and
accepted
by Construction
Inspection
personnel
and the
separation
problem
had
not
been
identified.
Construction
inspection
procedure
paragraph
3.5.4
specifically
requires that this attribute
be inspected
and documented.
This is
a Severity Level
V violation (Supplement II).
2.
10 CFR 50.55(f)(1) requires
CP&L to implement the quality assurance
program
described
or referenced
in the Preliminary Safety Analysis Report.
Section
1.8.5.3 of the
CP&L (}uality Assurance
Program
requires
that
measures
be
established
and implemented for the selection
and review for suitability of
application of materials,
parts,
and
equipment that are essential
to the
safety-related
functions.
Contrary to the
above,
on January
28,
1985,
the inspector identified
an
undersized electrical
cable in
DC panel
DP-1ASA.
This cable
(No.
10821A-SA)
was
a two-conducter ¹10
AWG that
has
a maximum am'pere rating of 24 amps.
It
was
protected
by
a
100-ampere
circuit breaker
and
supplied
power'o
Auxiliary Transfer
Panel
1A-SA which
had
a loading of approximately
100
amps.
This cable
had
been
installed
and
inspected
in accordance
with
approved
design
documents
and this unsatisfactory
condition
had not
been
identified.
This is
a Severity
Level
V violation (Supplement II).
Pursuant
to
you are
required
to submit to this office within 30
days of the date of this Notice,
a written statement
or explanation
in reply,
including:
( 1) admission
or denial
of the alleged violations;
(2) the
reasons
