UNITED STATES NUCLEAR REGULATORY COfVIMISSION WASHINGTON, D. C. 20555 AUG 0 8 1979 MIEMORANDUM FOR:
Olan D. Parr, Chief Light Water Reactors Branch No. 3, DPM FROM:
SUBJECT:
Robert E. Jackson, Chief Geosciences
- Branch, DSS EVALUATION OF RANDOM ROCKFILL TESTS PLANT NAME:
Shearon Harris, Units 1-4 LICENSING STAGE:
Post. CP.
DOCKET NUMBERS:

LWR-3, S. Miner, LPM REVIEW STATUS:
Random rockfill complete.
Awaiting test results for main dam rockfill The Safety Evaluation Report (SER) Supplement No.
3 dated May 6,
- 1974, Section 2.7 required the applicant to provide the staff with:
"The results of the test fill program proposed by.the applicant to confirm that the materials in the rockfill embankments, after field compaction, meet the gradation specified and the properties assumed
.in the design of,the eIIIbankments."
The applicant'as provided information relevant.to random rockfill for the auxiliary dam and dike.
The rockfill for the main dam has not been addressed at this time.
We have reviewed relevant parts of the following documents:
1.
"Large Scale Triaxial Shear and Permeability Tests, Shearon Harris Nuclear Power Plant, Carolina Power and Light Company,"
by U. S.
Army Engineer Division Laboratory, South Atlanta, Requisition No.
H-02022, Work Order No. 9051, dated April 1975.
2.
"Test Report, Random Rockfill Material, Shearon Harris Nuclear Power Plant, Carolina Power and Light.Company, Test VR-24-4-1", pre-pared by Power Plant Construction Department.

"Test Report, Random Rockfill Material, Test VR-24-4-2, Shearon Harris Nuclear Power Plant," prepared by Power Plant Construction Department.
4.
Carolina Power and Light Company, Field Change Request No.
FCR/G-616 dated April 12, 1979.
Document Pl reports results of tests made on random rockfill materials using for the laboratory tests, gradations which u>ere anticipated for placed fill. In documents 82 and g3, the test fill results sbow that the gradations used in the laboratory tests were representative of the in. place gradations.
In document 84, the construction specifications-have been revised to reflect the field conditions needed to validate the design assumptions.
We find that the applicant has met the requirements of the SER, Supplement 83, with respect to random rockfill shells of the auxiliary dam and dike.
We also find that the revised construction specifications of document 84 are consistent with the test results and are thus acceptable.
