Dear Mr. Plunkett:
On December
13,
1997, the
NRC completed
a safety inspection at your Turkey
Point Units 3
8 4 reactor facilities.
The enclosed
integrated report presents
the results of that inspection.
During the 6-week period covered
by this inspection,
your conduct of
activities at the Turkey Point facilities was characterized
by generally
safety-conscious
operations.
good engineering
and maintenance
practices,
and
good plant support activities.
We are concerned,
however,
about two viola-
tions of'RC requi rements that were identified.
In the area of Operations
a
violation was identified for a fai lure to comply with the Unit 3 Technical
Specifications
System auto initiation logic for a trip
of'he last running main feedwater
pump.
Although your staff identified and
corrected this issue,
the violation is being cited in the enclosed
Notice of
Violation.
The
NRC concluded that
a citation was appropriate
base'd
on the
length of time of the violation, and on missed opportunities to identify the
condition earlier.
Please
note that based
on your response
in LER 97-09, you
are not required to respond to this violation.
A second violation was
identified in the area of Emergency
Preparedness.
Specifically, your facility
failed to assure that
a revision to the Radiological
Emergency
Plan would not
reduce its effectiveness.
These violations are cited in the enclosed
Notice Of .Violation, and the
circumstances
surrounding the violations are described
in detail in the
enclosed
report.
Please
note that you are only required to respond to the
violation identified in the area of Emergency
Preparedness
and should follow
the instructions specified in the enclosed
Notice when preparing your
response.
The
NRC will use your response,
in part, to determine whether
further enforcement
action is necessary
to ensure
complinace with regulatory
requirements.
