COMPLETION OF LICENSING ACTION FOR GENERIC LETTER 95-07, "PRESSURE LOCKING AND THERMALBINDING OF SAFETY-RELATED POWER-OPERATED GATE VALVESI TURKEY POINT UNITS 3 AND 4 (TAC NOS M93531 AND M93532)

Dear Mr. Plunkett:

We have reviewed your actions associated with the Generic Letter 95-07 at Turkey Point and have concluded that you have adequately addressed the requested actions.

On August 17, 1995, the NRC issued Generic Letter (GL) 95-07, "Pressure Locking and Thermal Binding of Safety-Related Power-Operated Gate Valves," to request that licensees take certain actions to ensure that safety-related power-operated gate valves that are susceptible to pressure locking or thermal binding are capable of performing their safety functions within the current licensing bases of the facility.

Your letters of February 9 and July 30, 1996, and September 18, 1997, described the scope of valves evaluated in response to GL 95-07.

The NRC staff has reviewed the scope of your susceptibility evaluation performed in response to GL 95-07 for Turkey Point and found it complete and acceptable.

These submittals provided both the information requested and the responses required by GL 95-07; therefore TAC Nos.

M93531 and M93532 are closed.

Our Safety Ev'aluation is enclosed.
