Dear Mr. Plunkett:

In a letter dated December 14,

1995, you submitted several relief requests pertaining to the Inservice Inspection Prog'ram at Turkey Point Units 3 and 4.

Relief Requests 14 and 15 were revised and additional',information was provided by letter dated August 8, 1996.

With technical-assista'nce from our contractor, the Idaho National Engineering Laborato'ry',(INEL') w'eahaye r'eviewed the submittal against the requirements of,Se'ction XIhof<the American Society of Mechanical Engineers Boiler and Pressure Vessel Code pursuant to'Scot'ion 50.55a of Part 50 to Title 10 of the Code of Federal Re 'ulations'(CFR)o.",

The results of our review are provided in, the enclosed. safety-:evaluation, (SE)q'and technical letter report.

Relief Request 6 was withdrawn by letter dated 'Novwember 13, 1996,and Relief Request 16 was previously approved by letter dated <Maorch 11,"1996.

Relief Requests 14 and 15 involved relief, from"the required code examination area during volumetric and surface examination of welds during'.1994, inspections.

The code requirements could not'e met since portions of the, areas were inaccessible due to permanent physical obstructions, some welds could be examined from only one side due to the configuration of the

component, and/or high attenuation of the ultrasonic sound.

To obtain complete volumetric coverage, modifications oV replacement of the-subject components would be required to perform the code examinations.'herefore, relief is granted, pursuant to 10 CFR 50.55a(g)(6)(i).

Relief Request 17 involved deviating from reexamination of the initially-selected components (Unit 4 steam generator welds in this case) over the service lifetime of the components.

We have concluded that the minimal burden associated with the examinations is insufficient to justify not examining the subject welds on the "A" Steam Generator and the licensee's proposed alternative contained in its relief is denied.
