CRYSTAL RIVER UNIT 3 NUCLEAR GENERATING PLANT -AMENDMENT NO. 253 WHICH APPROVED THE INDEPENDENT SPENT FUEL STORAGE INSTALLATION (ISFSI)-ONLY EMERGENCY PLAN, AND ISFSI-ONLY EMERGENCY ACTION LEVEL BASES MANUAL

Dear Mr. Hobbs:

On March 22, 2017, the U.S. Nuclear Regulatory Commission (NRC) issued Amendment No.

253 to Facility License No. DPR-72 for the Duke Energy Florida, Inc. (DEF), Crystal River Unit 3 Nuclear Generating Plant (CR-3). That amendment revised the CR-3 license to approve the Independent Spent Fuel Storage Installation (ISFSI)-Only Emergency Plan, and ISFSI-Only Emergency Action Level Bases Manual, after all the spent fuel has been moved from the spent fuel pool to the ISFSI.

By letter dated December 14, 2017 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML17348A309), DEF requested that the implementation period for that amendment be revised from 60 days after written notification that all spent nuclear fuel has been transferred from the spent fuel pool to the ISFSI, to 120 days after written notification that all spent nuclear fuel has been transferred from the spent fuel pool to the ISFSI. The change was requested to coordinate the implementation of this amendment with the implementation of the amendment approving the revised security plan after all spent nuclear fuel has been transferred from the spent fuel pool to the ISFSI.

We have reviewed your request and concur that coordinated implementation of the emergency plan and security plan, which are being revised to reflect the change in plant status after the spent fuel has been transfer to the ISFSI, is important to safe implementation. Therefore, we hereby revise the required implementation of Amendment No. 253, for Crystal River Unit 3 to 120 days after written notification that all spent nuclear fuel has been transferred from the spent fuel pool to the ISFSI.

In accordance with 10 CFR 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of NRCs Agencywide Documents Access and Management System (ADAMS). ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html.
