Dear Hr. Plunkett:

This refers to the inspection

conducted

on June

12-14,

1996, at the Turkey

Point facility.

The purpose of the inspection

was to determine whether

activities authorized

by the license

were conducted safely and in accordance

with NRC requirements.

At the conclusion of the inspection,

the findings were

discussed

with those

members of your 'staff identified in the enclosed report.

The area

examined during this inspection

was your Access Authorization

, Program,

which is required

by 10 CFR 73.56, effective April 27,

1992.

Within

that program,

the inspection consisted of selective

reviews of background

investigations,

psychological testing, training of supervisors

in the

detection of aberrant

behavior,

appeals

and the protection of personal

information.

Additionally, the inspector reviewed

a pat t of 10 CFR 26,

Fitness

For Duty Program,

concerning call-in procedures.

Within the scope of the inspection, violations or deviations

were not

identified.

In accordance

with 10 CFR 2.790 of the NRC's "Rules

and Practices,"

a copy of

this letter and its enclosure will be placed in the

NRC Public Document

Room.
