The submittal was approved on the basis of the emissions reported and the approval in no way guarantees the design scheme presented will be capable of controlling the emissions as to the types and quantities stated. A new application must be submitted if the reported emissions are exceeded after operations begin. The synopsis, data sheets, and conditions are attached herewith.
It will be considered a violation of the permit if all proposed control measures and/or equipment are not installed and properly operated and maintained as specified in the application.
Also enclosed is a document entitled "General Information." Please be advised that this document contains a summary of facility-level information contained in LDEQ's TEMPO database and is not considered a part of the pennit. Please review the information contained in this document for accuracy and completeness. BACKGROUND Entergy Operations, Inc - River Bend Station, an existing nuclear power generating facility, began operation in 1985. The River Bend Station currently operates under Permit No. 3160-00009-03, issued August 15, 2002.
II.
ORIGIN A permit application and Emission Inventory Questionnaire (EIQ) dated December 16, 2008 were received requesting a permit modification. Additional information dated May 21, 2009 was also received.
Ill.
DESCRIPTION River Bend Station is a nuclear power plant that utilizes a boiling water reactor to supply steam to a turbine to produce electrical power.
Onsite equipment is tested and/or operated intermittently in support of plant operations.
With this modification, Entergy proposes:
- 1. The addition of an Emergency Fire Water Pump Diesel Engine No. 1 (EPN 5-83),
Emergency Fire Water Pump Diesel Engine No. 2 (EPN 6-83), Station Blackout Diesel Generator (EPN 17-94), Field Administration Standby Diesel Generator (EPN 19-94),
Backup Air Compressor Diesel Engine No. 1 (EPN 10-90a), Weather Station Backup LPG Generator (EPN 12-90), and Diesel Fuel Oil Storage Tank (EPN 13-91) as insignificant activities.
- 2. To incorporate permit requirements for Portable Outage/Maintenance Diesel Engines (EPN 26-01) based on 100,000 gallons of fuel usage over a twelve-month consecutive period.
- 3. The deletion of SCBA Bottle Recharge Diesel Compressor (EPN 11-90), Portable Environmental LPG Standby Generator (EPN 18-94), Portable Diesel Pump A - Big Blue (EPN 27-01) and Portable Diesel Pump B Unit 2 Water Control (EPN 28-01) from the current air permit.

Failure to pay the prescribed application fee or annual fee as provided herein, within 90 days after the due date, will constitute a violation of these regulations and shall subject the person to applicable enforcement actions under the Louisiana Environmental Quality Act including, but not limited to, revocation or suspension of the applicable permit, license, registration, or variance.
Comply with the Louisiana General Conditions as set forth in LAC 33 :TTT.537.
Activate the preplanned abatement strategy listed in LAC 33:lll.56 l l.Table 5 when the administrative authority declares an Air Pollution Alert.
