SUBJECT:

SUMMARY

OF JUNE 23, 1993 MEETING ON REMOVAL OF BLACKSTART (CRANKING) DIESELS On June 23, 1993, Florida Power and Light Company (the licensee) representatives met with the NRC staff at NRC Headquarters in Rockville, Maryland to discuss its proposed plan to eliminate black start diesels.

The list of meeting attendees is enclosed.

The licensee presented details of its plan for eliminating the black start diesels and discussed the proposed plant modifications and,licensing bases for affected equipment.

In addressing its regulatory commitments relating to auxiliary feedwater diversity, and reliable power source to the Regulatory Guide 1.97 radiation monitoring instruments, the licensee indicated that it plans to replace the standby steam generator feedwater pump motor with a dedicated diesel driver and repower the radiation monitors from a vital source.

The staff stated that the licensee submittal should address reliability, surveillances, flood surge and hurricane protection, and fire hazard considerations for the new diesel.

The licensee expects to submit its proposal to the staff by September 1,

1993, and requested staff review by March 1, 1994.
