NRC Systematic

Assessment

of Licensee

Performance

(SALP) has

been

completed for your Turkey Point facility.

The facility was evaluated for the

period September

29,

1991,

through January

30,

1993.

The results of the

evaluation

are documented

in the enclosed Initial SALP Report.

This report

will be discussed

with you at

a public meeting to be held at the Turkey Point

facility on April 15,

1993, at 10:00 a.m.

The performance of your Turkey Point facility was evaluated

in the functional

.

areas of Plant Operations,

Radiological Controls, Maintenance/Surveillance,

Emergency

Preparedness,

Security,

Engineering/Technical

Support,

and Safety

Assessment/guality

Verification.

The assessment

indicates that Turkey Point continued its trend of improved

performance.

The assessment

noted superior performance

in the functional

areas of Plant Operations,

Radiological Controls,

Emergency

Preparedness,

. Security,

and Safety Assessment/guality

Verification.

Good

and improving

performance

was demonstrated

in the areas of Maintenance/Surveillance

and

Engineering/Technical

Support.

This improved level of performance

can only be

achieved

by teamwork at all levels

and

a dedication to excellence

by those

associated

with the facility. It is indicative of a proactive senior

management

setting high standards

of safety performance

and providing the

resources

necessary

to achieve those standards.

The performance of the plant staff and equipment prior to, during,

and

following Hurricane Andrew was especially noteworthy.

The level of

performance

in all functional

areas

was challenged

by Hurricane Andrew and the

station performance

staff and equipment - was truly exceptional.

Management's

conservatism

in decision

making clearly prepared

the station for

the storm

and minimized the impact of it.

Senior management's

support

and

involvement in coping with the

human resources

aspect of the storm clearly

contributed to maintaining

a qualified staff with a high orientation toward

safety.
