This refers to the inspection
conducted
by G.
B. Kuzo and
W. B. Gloersen of
this office on September
26 - October
1,
1992.
The inspection
included
a
review of activities authorized for your Turkey Point facility.
The findings
were .discussed
with those
members of your staff identified in the report at
the conclusion of the inspection
and,
in addition, during teleconferences
conducted
on October 28, 30,
and
November 5,
1992.
Areas, examined during the inspection
are identified in the report.
In
particular,
the status of Radiation Protection
and
Emergency
Preparedness
programs
and associated
preparation
and recovery efforts conducted
in response
to Hurricane Andrew and its aftermath
were reviewed.
Within these
areas,
the
inspection consisted of selective
examinations of procedures
and
representative
records,
interviews with personnel,
and observation of
activities in progress.
This report identifies'instances
of loss of communication
and alert/
notification capability,
and the failure to make offsite notifications in the
required time limits due to events
beyond your control.
However, it was not
the NRC's expectation that the systems=withstand
the event that occurred,
nor
were they required to be designed
to do so.
Therefore,
no enforcement'-
action's
considered
to be appropriate.
In accordance
with 10 CFR 2.790 of the
NRC's "Rules of Practice,"
a copy of
this letter and its enclosure will be placed in the
NRC Public Document
Room.
