SUMMARY

OF A MEETING BETWEEN FPL AND NRR STAFF On July 9,

1992, FPL representatives met with the NRR staff to discuss the details of a relief request for a temporary non-Code repair consisting of an engineered mechanical clamp secured on a leaking elbow of a main steam drain line in Turkey Point Unit 4.

Enclosure 1 is the list of attendees.

The licensee stated that on June 16,

1992, a small steam leak was discovered on a 1/2" main steam drain line on the 4A steam
header, upstream of the main steam isolation valve.

The through-wall pinhole located at the toe of the weld on a pipe elbow in the drain line is unisolable and is subjected to full steam header pressure during plant operation.

Therefore, a Code repair cannot be performed without bringing the plant to a cold shutdown.

The licensee proposed a temporary non-Code repair which would be located on the 1/2" drain line and would consist of an engineered mechanical clamp designed to maintain the pressure and structural integrity of the steam drain piping system during operating conditions (1085 psig at 600 degrees Fahrenheit design).

The repair would require no welding or forging and would be installed during power operation.

The staff recommended that the licensee develop adequate procedures for installation of the clamp such that the clamp design will not impose adverse loadings on the pipe and to minimize hazards to plant personnel.

The licensee stated that after the repair is made a Systems Engineer will visually inspect the clamp area once each day in addition to the routine operations personnel walkdown once each shift.

The licensee committed to a permanent Code repair at the next cold shutdown, and no later than the next refueling outage scheduled to begin on March 1, 1993.
