50-250 and 50-251 GAO Report. RCED-91-36 Effective Plant Maintenance Florida Power

& Light Company (FPL) has reviewed GAO Report RCED-91-36, entitled "NRC's Efforts to Ensure Effective Plant Maintenance Are Incomplete",

which was released by Congressional press release on December 19, 1990.

Table 2.1 of the report, which purports to be accurate as of May 1990, indicates that implementation of the Turkey Point maintenance program is poor.

While Table 2.1 reflects the conclusions of the initial NRC Maintenance Team Inspection report (NRC Inspection Report Nos. 50-250/88-32 and 50-251/88-32) dated April 4, 1989, it neglects the results of a

followup NRC maintenance inspection completed in November 1989.

The followup inspection was documented in NRC Inspection Report Nos.

50-250/89-48 and 50-251/89-48 dated January 31, 1990, which concluded that "the licensee had developed and implemented corrective actions to address the maintenance related weaknesses that were identified in the NRC Maintenance Team Inspection.

Significant improvement was observed in all areas".

In essence, the implementation of the Turkey Point, maintenance program was found, on re-inspection in October-November 1989, to be satisfactory.

Since then, we have continued our efforts to upgrade the Turkey Point maintenance program and its implementation.

Our efforts are producing positive results, as reflected in the most recent Turkey Point SALP report for the period 8/1/89 through 7/31/90.

The SALP report rates the Maintenance/Surveillance area as Category 2 with an improving trend.
