TURKEY POINT UNITS 3 AND 4 - GAO REPORT RCED-91-36 Your letter of January 31, 1991 to Chairman Carr referred to the recent U.S.
General Accounting Office (GAO) report RCED-91-36, "NRC's Efforts to Ensure Effective Plant Maintenance Are Incomplete,"
and gave your perspective on the current status of the maintenance program at Turkey Point-Units 3 and 4.
We
- agree, as you noted, that the followup maintenance inspection in late 1989 concluded that appropriate corrective actions had been taken to address the weaknesses found in the initial NRC Maintenance Team Inspection several months earlier and that the program was satisfactory.
The results of the reinspection and the improvements found were not reflected in the GAO report.
The NRC staff is currently analyzing the results of the maintenance team inspections and reinspections conducted at commercial nuclear power plants, including the results of the inspections at Turkey Point that you referenced.
This information will be used in support of staff recommendations to the Commission on the need, if any, for maintenance rulemaking.
We plan to complete the analysis of the data and forward the staff recommendation on maintenance rulemaking to the Commission in April 1991.
We appreciate your comments and assure you that the NRC staff will accurately represent the current status of the Turkey Point maintenance program and its implementation in response to inquiries on the GAO report or in connection with any rulemaking activities.
