Dear Mr. Goldberg:

SUBJECT:

TURKEY POINT UNITS 3 AND 4 - RESPONSE TO BULLETIN 89-01 (TAC NOS.

73215 AND 73216)

By letter dated June 19, 1989, you responded to Bulletin 89-01, regarding Westinghouse steam generator tube plugs.

The staff has reviewed your response and found that it is adequate.

One point, however, should be clarified.

In your response to item 2.b, you do not explicitly state that you do not intend to operate beyond a refueling outage that represents the last outage before any plug exhausts its predicted lifetime.

The staff considers this point addressed implicitly, however, by your statement that "...no remedial actions are warranted or anticipated."

The staff interprets this statement as a

commitment to the requirements of Section 2.b.

Please inform us immediately if this was not your intent.

Should you have any questions, please contact me.

This concludes the staff's efforts on Bulletin 89-01 and TAC Nos.

73215 and 73216 are now closed.

Sincerely, Original Signed By cc:
