TURKEY POINT PLANT EMERGENCY RESPONSE PLAN, REVISION 19 We have completed our review of Revision 19 to your Turkey Point Plant Emergency Plan dated November 29, 1989.

Based on our review, we have concluded that, except for the following two items, the changes meet the planning standards of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR 50.

The areas of concern are:

1.

Pace 2-25, Table 2-2A, Shift and Emergency Staffing Capabilities Section B.3.A.

Core/Thermal Hydraulics was changed from 2 in 30 minutes and 1 in 45 minutes in Revision 18 to 3 in 45 minutes in Revision 19.

This was viewed as a degradation of the Plan, and does not meet the response time of 1 in 30 minutes stated in NUREG-0654 Table B-l.

The table had the following errors:

a.

Item 3, ACCIDENT CLASSIFICATION, only listed Notification of Unusual Event as possible categories.

Alert, Site Area Emergency and General Emergency classifications were missino.

b.

Item 12, RECOMMENDED PROTECTIVE ACTIONS, the B section, recommendation, was deleted from the form.

The licensee has verbally agreed per phone conversation between Mr. Glen Salyers of the NRC and Mr. Greg Casto of Florida Power and Light Company to change the staffing and response time for B.3.A Core/Thermal Hydraulics to comply with the existing commitment of Revision 18 and with NUREG-0654 Table B-1.

The licensee

,understands that the Core/Thermal Hydraulics person is to have no other designated function.

Regarding Item 2 above, the errors were a result of using the wrong notification form during the revision process.

The licensee agreed to replace Table 4-2 with the correct form.

These modifications are to be accomplished in Revision 20 to the Turkey Point Plant Emergency Plan to be issued in the near future.

Please be reminded that 10 CFR 50.54(q) requires that proposed changes that decrease the effectiveness of your Emergency plan shall not be implemented without application to and approval by the Commission.

However, changes may be made without Commission approval if such changes do not decrease the effectiveness of the
Plan, and the
Plan, as
changed, continues to meet the standards of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR 50.

If a change is made without approval, you should furnish copies in accordance with 10 CFR 50.54(q).

Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of 10 CFR 50, Appendix E, Section V.
