This refers to the Nuclear Regulatory

Commission

(NRC) inspection

conducted

by

L. Lawyer on January

22 to February 2,

1990.

The inspection

included

a review

of activities authorized for your Turkey Point facility.

At the conclusion of

the inspection,

the findings were discussed

with those

members of your staff

identified in the enclosed report.

Areas

examined

during the inspection

are identified in the report.

Within

these

areas,

the inspection consisted

of selective

examinations

of procedures

for control of the Turkey Point facility during an emergency.

The inspection identified several

strengths

in your procedures

program.

These

included

plant

labeling

and

cleanliness,

the

EOP setpoint

document,

the

attitude of plant personnel

and

management

attention to

EOPs.

Overall, the

procedures

were

found to

be

adequate

to support safe

emergency

operations;

however,

numerous

deficiencies

were identified.

The

enclosed

inspection

report documents

commitments to address

these deficiencies

which were discussed

at the exit meeting.

If your understanding

of these

commitments differ's from

the report statements,

please

inform this office promptly.

To clearly define Florida

Power

and Light's plans for corrective action

on the

inspection findings,

we request

that

FP8L respond

in writing to this report

within 30 days of the date of

this letter.

Please

respond with a statement of

intended

corrective

actions,

including schedules,

for the application of

management

controls to the maintenance

of Emergency Operating

Procedures

(EOPs)

and Off Normal

Operating

Procedures

(ONOPs)

and far revising the

ONOPs for

cavity seal failure and intake cooling water malfunction.

Also, please

include

the date

by which your review and corrective action will be completed for all

of the findings from this inspection.

While this inspection report itemizes

many

individual

step

deficiencies

with your

emergency

procedures,

your

corrective

actions

should

include

a

more

comprehensive

review of

EOPs

and

ONOPs for additional similar deficiencies that may exist.
