The purpose of this letter is to advise you that your initial response to Generic Letter 89-13 meets our reporting requirements, and we are closing TAC Nos.

74076 and 74077.

As noted below, you are required to notify us in writing upon completion of all implementation.

By letter dated January 30, 1990, you submitted the first of two required responses to Generic Letter 89-13.

In the letter, you described your approach for addressing each of the five recommended actions of the Generic Letter and provided a schedule for actions that will be completed in the future.

Your response fulfills the initial reporting requirements of the Generic Letter.

As required by the Generic Letter, please confirm in writing that all of the recommended actions or their justified alternatives have been implemented within 30 days of such implementation.

Reference to TAC Nos.

74076 and 74077 in that response would be appreciated.

As discussed in the Generic Letter, where a course of action different from the recommended actions of the Generic Letter is chosen, a justification for the use of the alternate method must be documented and retained in plant records.

Similarly, documentation demonstrating implementation of the recommended actions or justified alternatives should also be retained in plant records.

The implementation and documentation associated with this generic letter may be the subject of an NRC inspection in the future.

Based on your response dated January 30, 1990, this letter closes TAC Nos.

74076 and 74077.
