TURKEY POINT UNITS 3 ANQ 4 GENERIC LETTER 88-11 RADIATION EMBRITTLEMENT OF REACTOR VESSEL MATERIALS (TAC NOS.
71561 and 71562)
On July 12, 1988, Generic Letter 88-11 was issued which required licensees to use the methods described in Revision 2 to Regulatory Guide 1.99 to predict the effect of neutron irradiation on reactor vessel materials.
Licensees were requested to submit to the NRC the results of their technical analysis using Regulatory Guide 1.99, Revision 2, and a proposed schedule for any other actions licensees determined were necessary.
In a September 21, 1988 letter to the
- NRC, FPL submitted a proposed license amendment to incorporate revised pressure/temperature limit curves that were applicable for 20 effective full power years of service life.
As stated in the letter, the new curves contained in the submittal were developed utilizing Regulatory Guide 1.99, Revision 2, and therefore, the submittal also satisfied the reporting requirements ot Generic Letter 88-11.
On January 10, 1989, the NRC issued Amendment No.
134 to Facility Operating License No.
QPR-31 and Amendment No. 128 to Facility Operating License No.
DPR-41 for Turkey Point, in response to the September 21, 1988 request.
As stated in,the NRC's Safety Evaluation which was enclosed with the amendments, the NRC staff found that FPL's submittal was acceptable and that the neutron embrittlement calculation was in accordance with Regulatory Guide 1.99, Revision 2.
The staff also concurred with FPL's finding that the pressure/temperature
- curves, which are used as the basis for the PORV setpoint for low temperature overpressure protection, had not changed significantly enough to warrant a change in the PORV setpoint.
