Re: Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251 NRC Bulletin 89-03 On November 21, 1989 the NRC issued NRC Bulletin 89-03, "Potential Loss of Required Shutdown Margin During Refueling Operations", to alert licensees to the potential loss of required shutdown margin during movement. and placement of highly reactive .fuel during refueling operations.

In addition, the bulletin requested all licensees to review procedures and training to assure adequate shutdown margin is maintained during all refueling operations.

Florida Power & Light Company has completed the requested review for our Turkey Point Units and provides the attache'd .response pursuant to 10 CFR 50.54(f).

Action 1 Assure that any intermediate fuel assembly configuration (including control rods) intended to be used during refueling is identified and evaluated to maintain sufficient refueling boron concentration to result in'a minimum shutdown margin of approximately 54.

~Res onse Turkey Point Units 3 and 4 will use a Fuel Assembly Storage Table (FAST) that identifies which assemblies can be temporarily stored in what locations during a core reload and still maintain the 5% shutdown margin. The FAST will be provided by Westinghouse as part of the reload design process starting with Unit 3, Cycle XII. This refueling outage is scheduled to start in February 1990.

Action 2 Assure that fuel procedures only allow those intermediate fuel assembly configurations that do not violate the allowable shutdown margin and that these procedures are strictly adhered to.

~Res onse Plant procedures are being changed to address the use of the FAST. These procedures changes will be completed and imple-mented by March 15, 1990 and prior to fuel movement.

Compliance with these procedures will assure maintenance of the 5~ shutdown margin.

Action 3 Assure that the staff responsible for refueling operations is trained in the procedures recommended in Item 2 above and understand the potential consequences of violating these procedures. This training should include fundamental aspects of criticality control with higher enriched fuel assemblies.

~Res onse Plant personnel involved in refueling operations and responsible for maintaining the inverse count rate plot during the performance of a core refueling will be briefed on the criticality concerns and the use of the FAST by March 15, 1990.
