I am responding to your letter of November 30, 1989, in which you forwarded a
letter dated November 8, 1989, from Judith W. Edelson.
Ms. Edelson was. concerned about the safety of the Turkey Point nuclear.plant and requested your support in forcing its shutdown.
In her letter, Ns. Edelson cites poor performance by Florida Power and Light Company at the Turkey Point plant.
In April 1989, Eva Siegel wrote to you expressing similar concerns regarding Turkey Point.
Our response to your previous request for information was provided in a letter dated June 8, 1989, which is enclosed for your information.
I believe that the June 8, 1989, letter summarizes the status of Turkey Point at the. time.
Since then, Turkey Point has operated with improved performance, as evidenced by the latest NRC Systematic Assessment of Licensee Performance (SALP) which was issued on October 19, 1989.
The staff's SALP is an integrated Agency effort to evaluate a lic'ensee's performance.
A copy of the Turkey Point SALP is also enclosed for your information.
The staff will maintain its high level of attention to this plant unti 1 we are certain that the improvements are permanent.
With regard to the change in the number of SALP functional areas evaluated, the changes to the SALP process were implemented in June 1988 on a nationwide basis to incorporate experience gained and to make the process more efficient and effective.
Nore specifically, functional areas were redefined to focus more on diagnostic activities such as self-assessment and root cause analyses of plant events.
The redefinition of functional areas also included regrouping of licensee activities, resulting in the reduction of a number of separate functional areas and the addition of two new areas.
The changes have resulted in a more comprehensive method for assessing the quality of licensee performance, while promoting consistency of SALP reports among NRC regional offices.
There has been no reduction in the scope and range of -activities which the NRC oversees by the SALP process.
These improvements in the SALP process apply to all licensed nuclear power plants.
Ns. Edelson also raises the issue of radiation-induced damage to the reactor vessels (embrittlement).
The staff routinely monitors the degree of embrittle-ment of all licensed reactor pressure vessels.
For the Tur key Point plant, the staff evaluated the degree of reactor vessel emhrittlement most recently in January 1989 in conjunction with the issuance of an amendment to Turkey Point's operating licenses.
The staff concluded that embrittlement is not currently a
safety problem for the Turkey Point reactor pressure vessels.

Based on this information, we do not believe that the shutdown of the Turkey Point plant or the replacement of its reactor vessels is warranted.
